The tatkal ticketing was the only illegal practice that Indian Railways had to tackle. There are many allegations against black marketers. The tatkal ticket racket is carried out as follows. A travel ticket is booked through the Railways booking office in the name of the railway employee. The next step is to use the black marketer’s bookings office where their agent sells the tatkal ticket at a higher price, sometimes even double the rate. These black marketers will go to even the last station a passenger reaches and then once the tatkal ticket is sold, they sell the same ticket to a different person.
When the passenger board the train, they are asked for a tatkal ticket, which they may or may not have booked. If they have booked it, they will be asked to show the booking slip for verification. The black marketer will then sell a tatkal ticket for double the rate at the station the passenger boards the train. The black marketers make money on their illegal activities, as the ticket price will be double.

In the early 2000’s the Indian Railways asked all Indians to carry their passport. The reason for this was to curb the black market travel ticket racket. At that time Indian Railways was in a tizzy to prevent their employees from travelling with tatkal tickets and then using the black marketer’s ticket to return home. They also had no identity proof in the form of a passport.
The tatkal ticket racket affects the Railways as it disturbs the schedule of train travel, which means less passengers and less money for the Railways. Indian Railways also has to pay more to purchase additional tickets. It is estimated that the black ticket racket costs the Railways about Rs.1,500 crore per annum.
A tatkal ticket booked on a train can be sold on to another passenger for an amount up to rupees 500. The same ticket can be resold between booking and ticketing in the self-attested form but the railway may impose a fine on both the tatkal passengers and the intermediaries. The tatkal passengers will have to pay a fine of up to rupees 100 as per the Railways Act.
In case of unreserved tickets, a passenger holding more than one unreserved tickets in one train journey or a reservation ticket in two journeys in a day will be black listed and face a fine of up to rupees 5,000 as per the Railways Act.
More than two-fifths of India’s domestic railway passengers travel by train; it is the best mode of travel for them. Since India lags behind in providing rail connectivity for long distances, people are very dependent on train travel. To make sure the travel by train is safe and hassle-free, Railway has taken various measures to eliminate illegal ticketing and black-listing in the operation of trains.
